SSPC Publishes New Collection of Guides on Environmental Protection

Pittsburgh--SSPC: The Society for Protective Coatings has published a new collection of standards, guides, and other consensus documents titled Guides on Environmental Protection. This new 322-page softcover compilation is meant to provide owners, contractors, specifiers, and others with information and guidance on the control of emissions during surface preparation and paint removal operations, the handling and disposal of lead contaminated wastes, and other environmental, health, and safety issues.

The new Guides on Environmental Protection features the latest edition of SSPC-Guide 6, Guide for Containing Surface Preparation Debris Generated During Paint Removal Operations, as well as the recently revised and updated SSPC-Guide 7, Guide to the Disposal of Lead-Contaminated Surface Preparation Debris. SSPC-Guide 6 describes methods of paint removal, containment systems and procedures for minimizing or preventing emissions from escaping the work area, and procedures for assessing the adequacy of the controls over emissions. SSPC-Guide 6 also includes a discussion of ventilation to assist users in controlling emissions to the environment, and in enhancing worker protection and visibility within the containment. SSPC-Guide 7 provides information regarding handling, testing, and disposal of solid debris generated during preparation of surfaces previously painted with lead containing paint.

Other SSPC consensus documents included in this new compilation are:

  • SSPC Guide 10, Guide to Specifying Coatings Conforming to Volatile Organic Compound (VOC) Content Requirements
  • SSPC-Guide 16, Guide to Specifying and Selecting Dust Collectors
  • SSPC-QP 2, Standard Procedure for the Qualification of Painting Contractors (Field Removal of Hazardous Coatings from Complex Structures)
  • SSPC-QP 4, Standard Procedure for Evaluating the Qualifications of Contractors Disturbing Hazardous Coatings During Demolition and Repair Work
  • SSPC-TU 7, Conducting Ambient Air, Soil, and Water Sampling During Surface Preparation and Paint Disturbance Activities, and
  • SSPC-TU 8, The Use of Isocyanate-Containing Paints as Industrial Maintenance Coatings.

The new Guides on Environmental Protection also features chapters from SSPC's Good Painting Practice on air quality, waste handling, and other regulations affecting the protective coatings industry, as well as a selection of papers from recent SSPC conferences that show the important roles these guides and procedures play in many major painting programs. These additional references help to illustrate the proper implementation of the standards, guides, and practices contained in this volume, and show them in the practical context of actual case histories.

The book's appendices contain relevant excerpts from the Code of Federal Regulations, including:

  • 29 CFR 1910.1025 (Lead)
  • 29 CFR 1926.62 (Lead), and
  • 40 CFR 50.12, Appendix G (Reference Method for the Determination of Lead in Suspended Particulate Matter Collected from Ambient Air).

Also included is text from the OSHA Enforcement and Compliance (CPL) Directives CPL 02-00-130 (National Emphasis Program—Lead) and CPL 02-02-058 (29 CFR 1926.62, Lead Exposure in Construction; Interim Final Rule—Inspection and Compliance Procedures).

Three of the documents contained in the new Guides on Environmental Protection (SSPC-Guide 6, SSPC-Guide 7 and SSPC-QP 2) are mandatory requirements for the technical standards library of QP 2 Certified Contractors. QP 2 certification is a nationally recognized program that evaluates the capabilities of industrial paint contractors for their ability to safely remove and properly manage hazardous coating material in the field.
