OSHA Issues New Safety Interpretation

OSHA has issued a new letter of interpretation replacing one issued in May 2004. This new directive states that all highway and road construction workers must wear high-visibility reflective apparel regardless of whether the highway administration's manual requires it. According to the agency, reflective vests are essential in avoiding worker deaths. The 2004 document was more ambiguous in its interpretation of the Federal Highway Administration's Manual on Uniform Traffic Control Devices.
