OSHA Considering Several Options for Silica Proposed Rule
PELs and "Task" Approach Under Consideration.
As OSHA wraps up its peer review of the proposed silica rule, the agency indicates that it is still considering including a table requiring specific engineering controls and respiratory protection for certain tasks that generate the dust. This would allow employers using these controls to avoid exposure monitoring. The permissible exposure limit (PEL) of 75 micrograms per cubic meter has been dropped from the draft standard but PELs of 50 micrograms per cubic meter and 100 micrograms per cubic meter are still on the table. A debate over how a "competent person" is defined has led some to call for the term to be dropped from the proposed rule. The requirement to establish regulatory areas likely to exceed the exposure limit is also receiving some criticism.
